Head
With flesh color yarn,
Rnd 1: 6sc into magic ring (6)
Rnd 2: sc inc x 6 times (12)
Rnd 3: (sc, sc inc) x 6 times (18)
Rnd 4: (2 sc, sc inc) x 6 times (24)
Rnd 5: (3 sc, sc inc) x 6 times (30)
Rnd 6: (4 sc, sc inc) x 6 times (36)

Rnd 18: (2 sc, sc dec) x 8 times (24)
Rnd 19: (sc, sc dec) x 8 times (16)

(Now crocheting in rows)
(Note: for the following rows, the stitch count does NOT include the ch stitch at the end and the ch stitch should be skipped when doing the next row)
Row 20: (Back loop only) sc, (both loops) 2 sc, (back loop only) sc, ch, turn (4)
Row 21: 4 sc, ch, turn (4)
Row 22: 4 sc (4)

Fasten off.

You should now have a head with a small square piece at the bottom. The small square piece is for making the V collar of the clothes.

Body
(Note: when crocheting in rows, the stitch count does NOT include the ch stitch at the end and the ch stitch should be skipped when doing the next row)

Rotate the head such that the small square piece is facing away from you. This is for crocheting with the "wrong side out" for Row 1, which is needed so that the rest of the body can be crocheted with the "right side out".

With light blue yarn, attach to the first front loop from Row 21 of the head,
Row 1: sc inc, (sc, sc inc) x 3 times, (sc inc, sc) x 3 times, sc inc (in last front loop on Row 21), ch, turn (22)
Row 2: (sc, sc inc) x 11 times, ss to first stitch to close round (33)

(crocheting in Rounds now)
Rnd 3 - Rnd 5 (3 rnds): sc all around (33)

You should now be able to see the V collar formed by the light blue body in front and the flesh color square piece behind. Sew the square piece to the body to secure it.

Insert the safety eye between Rnd 13 - Rnd 14. Do note that the bottom of the V collar marks the middle of the front of the body, so use it as a reference to insert the eye on the face.

Stuff the head.

Rnd 6: (9 sc, sc dec) x 3 times (30)
Rnd 7: (3 sc, sc dec) x 6 times (24)
Rnd 8: (2 sc, sc dec) x 6 times (18)
Rnd 9: 5 sc, 3 ss, 4 sc, sc dec x 2 times, 2 sc (16)
Rnd 10: 5 sc, 3 ss, 4 sc, sc dec, 2 sc (15)
Rnd 11: 4 sc, 3 ss, 3 sc, sc dec x 2 times, sc (13)
Rnd 12: 4 sc, 3 ss, 3 sc, sc dec, sc (12)

Stuff the body before continuing as the hole will get smaller.

Rnd 13: hdc, 3 sc, 3 ss, 2 sc, hdc, dc dec (11)
Rnd 14: 4 sc, 3 ss, 2 sc, sc dec (10)
Rnd 15: hdc dec, 3 sc, 3 ss, 2 sc (9)

Stuff the part of the tail you just made.

Rnd 16: sc dec, 7 sc (8)
Rnd 17: (2 sc, sc dec) x 2 times (6)
Rnd 18: 2 ss, sc, 2 hdc, sc (6)
